Dean recently met with DMJM+Harris for energy audits (http://www.dmjmharris.com/energy.html) . Brian Finnecati. Walked through Public Works Brian said currently only energy rebates for only small C&I buildings. This did not sound quite right, that the Town Hall / Library would not yet be eligible. Type of measures is lighting upgrades. Fire Station has no CAC. Fire Station was retrofitted 10 years ago. Question from Brian whether the Town would be eligible for a rebate for another retrofit. Adam thought 10 years was a lifetime in lighting technology, and it should not be a concern. Dean says he needs a one-year payback. You can’t obligate the Town for more than year without going through Town Meeting. Need to be run any ideas or proposals by Town Council. Need to go through Town meeting. Another possibility could use the savings from one year to fund the next year. New Public Safety building, rebates could be used as seed money. Jim Armstrong is the NSTAR account rep for the Town. Have converted all traffic lights LEDs. Street Lights are owned by Acton. O&M by Littleton Light Dept. Most are mercury vapor, new ones are High Pressure Sodium. Mercury Vapors are being replaced with Metal Hallides. Put in installation, costs $300 from NSTAR because of separate ownership. If they approve six new street lights in a year. No new programs unless self-funding. Natural Gas - Keyspan: Met with representative from Keyspan. Brought in a demo CNG Pick-up Truck. Full blown filling station costs $750,000. Would make available to the public. School Bus’s Bluebird and Thomas have their own fill tanks at DPW. Filling station right in front of Rte 2. $1.55 / gallon for CNG. $5000 extra capital costs for the LNG vehicles. School buses. Push from Selectman to look at green vehicles. Bruce Stamsky – new public works director is focal point of meeting. Relentless cost pressure. Town needs a $3 to $4 million over-ride to stay in place. Heating system and food Town Side. Memorial library $50,000 / year. Town Hall $22,000 with Street Lights over $150,000. We can review the Harris audit / analysis. Action Items. Jim will keep in touch with Dean get Harris Report. to Meet with Selectman at some time. Schools use so much energy. We need to talk schools. Steve Deeseys replacement. July 1st. 3 old schools are looking for new boilers. Town Hall is Oil Heat. Library and New Public Safety building are natural gas. Didn’t ask about Dean’s total budget. We didn’t talk about auto-idling. We should talk to Bruce Stamsky about CNG vehicles.
